Introduction
The Registrar office plays an important role in the administration as custodian of the common seal of the University. The Registrar Office assists in the interpretation and application of rules, regulations, statutes and other policy guidelines. It, on the directions and instructions of various statutory bodies ensure enforcing and implementation of academic and administrative policies; besides the Registrar Office is also mandated and responsible to suggest to the statutory bodies, to develop, modify or change any such policies and procedures that best suit the University.
The Registrar Office of Allama Iqbal Open University works on the principle of openness, positive engagement with faculty and staff, and inviting constructive criticism to encourage continuous improvement to serve all. The resolve is reflected in a very well knit team of hardworking officers and staff who value their faculty, officers and staff. The Registrar Office believes and implement that,
“ There is no respect for others without humility in one’s self”.
Functions of Registrar
As per AIOU Act, 1974, the major functions of the Registrar shall:

be the custodian of the common Seal and the academic records of the University;

conduct elections of members to the various Authorities in prescribed matter;

to act as the secretary of the Executive Council, Academic Council, Selection Board and other Statutory Bodies and as the coordinator of administration under general directions and supervision of the Vice-Chancellor; and to perform such other duties as may be assigned to him by the Executive Council.
Functions of Registrar Department

To formulate rules and regulations for smooth and efficient functioning of the institution.

To implement the policies relating to the academic and administrative matters as directed/approved by the authorities and statutory bodies i.e. Chancellor, Pro-Chancellor, Vice-Chancellor, Finance Committee, Academic Council and Executive Council.

To deal with personnel cases of university employees i.e. faculty members, officers and secretarial staff in accordance with approved rules/procedures.

To deal and process the legal cases in different courts on behalf of the University.

To make response to different government authorities such as HEC, Federal Ministries, National Assembly, Senate of Pakistan, PM and President Secretariat.

To cater to the human resource/personnel demands of the various university departments.

To plan the provision the future human resource requirements of the University in view of rapid advancement in the emerging technologies.

To plan and coordinate the training programs/sessions for the faculty members.

Sections
ESTABLISHMENT SECTION
The Establishment section serves under the direction and control of the Registrar and ensure the implementation of act, statutes, rules, and regulations. To look after the administrative matters of all in-service employees (BPS 02 to 22) posted both at the main campus and in the regional offices. The section is responsible to make response to various queries/complaints regarding service matters (seniority, leave, experience, efficiency and disciplinary cases, etc.). This section is further sub-divided into the following sub-sections, each headed by a Deputy Registrar (BPS-18) and assisted by adequate number of Assistant Registrars in BPS-17 and supporting secretarial staff in lower scales/cadres, according to the workload of the sub-sections:

HUMAN RESOURCE DEVELOPMENT (HRD) SECTION
Human Resource Development (HRD) Section of Registrar’s Department deals with the recruitment of staff, officers, and faculty members. The Section advertise the positions, provide secretarial support to the Selection Board, Selection Committees, and Scrutiny Committees. Besides, the HRD Section also focuses on the capacity building of the employees of university by providing the opportunities of various national and international trainings & workshops.
ACADEMICS, MEETINGS AND CONFIDENTIAL SECTION
The AMC Section conducts the meeting of various statutory bodies such as Academic Council and Executive Council and processes the cases for nomination of external members of higher statutory bodies. The Section processes and keeps the record of Annual Confidential Reports of the employees of the university.
LEGAL / WMC / PCP
This section deals with the legal affairs of the University and represent the University at different courts of law. The complaints of Pakistan Citizen Portal and the petitions launched with the Wafaqi Mohtasib are also dealt by this Section.
